Blah blah, there are many legalized skylines on public roads in the US. I've seen quite a few myself in person. I'm not sure by what means these people were able to get them registered, but I'm sure it involved something illegal.

This. Usually something along the lines of shipping the car and drivetrain seperately and then registering it in a state that is pretty easy going on kit car registrations. Usually, the only safety inspection you need on a kit car before registering is to have a local officer sign off that it's road safe.
