The race was 400m, and 1/4 mile is a little over 402m, or about 7 feet longer so it could have been 0.1 sec slower but still, 12.1 bone stock... evo 9 has a slightly bigger turbo so it will be quicker if not the same (perhaps slightly more turbo lag)

Here is a GTR vs Superleggera for some comparison (yes I know the GTR is capable of 11.2 and Super Leggera around 11.6, the driver even says 11.8 is possible):

Yeah lol sorry if I have disappointed you, I was watching videos on Spec C (hoping to see some on the GRB spec C) and came across the first Spec C Type RA video and saw the evo vii rs trap time and surprised me, so I thought I'd share this with others. JDM VII to IX GSR runs somewhere around 12.6-12.9 on best motoring/hot version/option etc, so more than half spec difference was a shock to me. It seems a lot of US car owners have no problem shaving few tenths off magazine trap times, so I am guessing someone should be able to pull off a 11.8-11.9 if the conditions are right (just like GTR and Superleggera).

It is unfortunate they don't record trap speeds.
