I have a feeling the tank might be full, will I be able to see it without draining it some? Should I shake the bike and siphon it out or something? Not sure how to be subtle about that.
Also, he said he had a fuel filter and replaced it. That wouldn't have saved it from the rust? Or could that just be clogged?

a filter MAY stop some.. but depending on the filter may not do a damn bit of good if its just a screen one..
