Yellow Lancer in northern VA

I saw a Yellow Lancer with a body kit, exhaust, and an Evo wing on it around 5 on Jefferson Davis Highway. Was that anyone here?

I've seen "probably" the same guy on rt. 66. I passed him and he wouldn't look over at me.
