no, but u do need to drill into the front bumper... id say if u dont have to register in VA, DONT!

It's not that hard to do! I installed mine on my car in like 5 minutes without any damage done to the bumper.

go with NY plates. thats what i did and cops leave me alone ecept for speeding.
