Possibly during MLK weekend, likely on Sunday when the malls are about to close...how about these places?

if its nice out....Centenial Park in Ellicot City or in near Dubins road near University of Phoenix..there is a small lake and a round about in the complex.

The parking garage in Owings mills for the metro is also another good place. I know Lonnie and Ray took some pics of their cars there a while ago with a couple other Evo guys. Has a nice open part at the top floor and a ramp you can fit quite a few cars on and stand above them to get the picture.
No rain for this evo... it would just be the GVR4 then.
