I know this is a REALLY OLD thread, but since I have verifiable, correct information on this question which I was ALSO searching for today, I thought I'd add the answer, so hopefully someone will benefit later..

I am in this same situation - Maryland resident, ticket in VA... I asked my lawyer and was quoted the exact law that pertains. The short version is NO, you dont get the points, unless it's a FELONY such as DWI or there's a death involved. Suspensions WILL convey, so dont go collecting out of state points, because if you have enough in VA to suspend in VA, they WILL tell MD to suspend you. If you do have a conviction that conveys (Felony or as listed below), the number of points will reflect the number of points issued as if it was a MARYLAND conviction.

The exact law is:

Title 16-402.1 which deals with out of statemotor vehicle charges:

16-402.1. Assessment of points upon notice of conviction of certain offenses by a party state to the Driver License Compact

(subsection a) In general. -- When the Administration receives a notice of conviction from a party state to the Driver License Compact under Subtitle 7 of this title, the Administration may not assess points against an individual, except upon receipt of reports of the following convictions:
--------------------------------------------------------------------------------

(1) Manslaughter or negligent homicide resulting from the operation of a motor vehicle;
(2) Driving a motor vehicle while under the influence of intoxicating liquor or a narcotic drug,while intoxicated per se, or while under the influence of any other drug to a degree that renders the driver incapable of safely driving a motor vehicle;
(3) Any felony in the commission of which a motor vehicle is used; or
(4) Failure to stop and render aid in the event of a motor vehicle accident resulting in the death or personal injury of another.

(subsection b) Points to be assessed as if conviction for offense was under Maryland Vehicle Law. -- Points assessed pursuant to subsection (a) of this section shall be assessed as if the licensee were convicted of the offense under the Maryland Vehicle Law.

One more bit of information - This is current as of 2012, and I can also confirm that a VA ticket I received for speeding in January 2008 does NOT show up on my "complete" driving record I paid to download from the Maryland MVA.
