does IL still actualy test tailpipe emissions? if so then probebly because the headers for the regular lancers eliminates the cat at the manifold. I presume you are talking about the 4g94 engine. however you could weld a cat in elsewhere in the exhaust
depends on where you live....
IL is now doing obd2 tests for anyone in an emissions testing county. That means if your car is OBD2, they just run the computer diagnostic and send you on your way.
IF you have a CEL, you fail. If the ecu has been reset too recently, you fail. If your header isn't causing a CEL (I'm not thinking it really should, but most people with a tubular header prolly have a catless exhaust.....) you should be ok.
