Looking to buy a ninja 250 / Chicago

Cheapest you'll find a new one in the midwest. Very reputable dealer, highly recommended by me. All they'll add is like $100 for Ohio title & doc fees and a temp tag. Shipping is extra, but I can't image you'd get it shipped instead of making the drive to Toledo... You pay tax when you register the bike in Illinois.

They get used bikes all the time. I always see 250's popping in and out of there, usually for pretty cheap too.
