No comment on whether adding a turbo to a stock lancer motor is a good idea; that's your call, because it's your car (beauty in the eye of the beholder and all that). It's more work than I'd want to take on, but you certainly appear to have everything you need to make it work. The FPR setup was definitely curious. Stock internals?

)I need to get me a fpr because I don't trust my current fmu. The vacuum lines are a bit bunched up but it works. Oh and believe me, these motors can handle more than you think.
Let's just say Mitsu wanted us to have turbos, they give out too many hints.
