Unmarked Mustang & Camaro in Chicago

Unmarked Mustang & Camaro in Chicago
I was on my way back from the bar last night. A marked cruiser had a minivan stopped on Damen under the 94 overpass. I looked and 
there was a turquoise Mustang and a turquoise Camaro both with tinted windows and both with red & blue flashers in the rear windows.
I was past them before I thought to see if the marked car was Chicago Police or an Illinois State Trooper. The Mustang was mid-late 90's and the Camaro looked to be the same age. They may not be turquoise because the only lights were those orange flourescent lights.
Looking at the age of the cars, I'd say they've been on the road for a while. Have you seen unmarked Mustangs or Camaro's in Chicago city limits? I know the burbs do that stuff.
