does a 4g64 2.4 long rod need to be revved out to make power or will it be able to make its max power in the 3800-7200 rpms ?

Well, this all depends on your turbo and cam setup, but in general it can be revved out less to get to it's max power. Due to the aggressive rod ratio of a 4g64 2.4LR, which is still better than a 4g63 2.3L, you don't want to rev to the moon (8000 rpm max). A small turbo will make Max power well before redline, while a large turbo may keep making power until redline with added lag.
