It's high off the ground when running on gravel, which is what the US rallies are. Gravel wheels are only 15" in size.
On Tarmac, the wheel sizes are 18", i believe and they are lowered a lot.
A WRC car costs, gulp, $500k.
A GrpN car is cheaper at about $50k

I was just thinking that I should have taken a close-up pic of the Spec Sheet, you can see it on the window but I forgot. It did say that it had the gravel brakes and such. I figure they just through the tarmac tires on it because they look much nicer. It also stated that it is 400+ HP, pretty impressive for a 4 cyl.
I think you need a new pair of eyes! 
But the front wheels do look slightly larger, maybe it's due to the camera angle?
The US open class cars are more powerful than the WRC cars because the US cars do not require a 32mm turbo restrictor.
