The S2000s I have seen out must be in the hands of noobs. I have yet to see one that is all that fast and many times guys end up off track with the wrong end going out first.
Factory club race packages are the goods. Wouldn't it be nice if we could get the Evo X RS to be a special order club racer with everything stripped out and some extra nice bits added on for good measure? Think of it as a poor mans GT3 cup car.

im surprised no one said rsx-s. Slap on a supercharger w/supporting mods, lighten it, get some meaty sticky tires, some decent suspension work. Possible evo killer on the track?

For 24k I could build a vicious b serious turbocharged civic hatch evo killer, and probably have money to spare...
I also put my vote in for an S2k, since my dad and I used to have one, and he and I (evo/s2k) were always the fastest on the track by a long shot (lapped a decent # of people, synchronously too! haha). Course neither of us were near stock either.
Put a bumb-steer kit and some good coilovers on an S2k and you have one hell of a mean car... Shave some weight, get a welded on hardtop (turn the car into a coupe), roll cage, turbocharged, r compounds, apr wing... then its just stupid.... And an Evo with a TBE, tune, and slicks can still keep up! (mostly due to the slicks vs r-comps though...) Evo's FTW!

If you are talking about autox then the S2K and hatchbacks are a decent choice but on the big track very few cars have the power to keep up with my nearly stock EVO9.
I have a friend who owns a C5 ZO6 with hoosiers and he is very very hard to stay with. The guy is an amazing driver. Even when I have what I think is a perfect line that car is just stupid hard to keep up with. They have tons of grip, brake, power and torque. He also gets much better mileage both on the track and off. I've driven the car and even with hoosiers its hard as hell to drive fast. He claims its crap on street tires and will only use hoosiers. He gets his tires used from race teams for next to nothing. The only option I have are 235/40/17 RA1s. Not only are they to narrow but they screw up my gearing.
I've gotten passed by old school nearly full race 5.0 mustangs. Of course they no longer have the 5.0 more like 5.8 with 500HP. I've also had a very hard time hanging with 2003 SVT Cobras with race tires.
I rarely ever see an NSX or RX7 at a high speed event. I'm told both are very wicked when set up right. The LS1 in an RX7 would be nearly the same as a vet but with more maintenance and less sophistication. Insurance is very high as well.
On smaller tracks the lotus and RX8 seem to perform well but they just don't have the power to hang.
Summary: Terminator or Z06 + driving lessons should smoke an EVO. (BUT ONLY IN THE DRY)

Your friends car sounds like it's pretty well set up.
Another car the OP may wish to consider is the Nissan 240. You can cut one down to around 2000lbs even with a cage and a KA-t can make stupid power. It's hard to find a clean one and you have to build it from scratch but it can be done.
In the end it takes either a lot of labor or a lot of money to equal an Evo. I still think best track car for the money is going to be a Civic, Si or Teg as they have been developed to unreal levels and parts are plentiful.

Well-prepared K20-24 Honda Challlenge 1 race cars. The top three H1 cars at NASA natioonals ran as fast as the ST1 cars. Light, lot's of HP, and surpringly, torque. Bernardo Martinez car put down 270 WHP and 210 torque at 2450 pounds...formidable when paired with Motons, etc.
I dunno I would say an Exige but I had the lotus challenge guys start 15 seconds before my run group and I eventually caught them and got through half of them by the end of our session.
And my Evo is a 03 and far from being set up, I also got around a standard C6 that was being driven as a pace measurement for a C6R(which I didnt even come close to of course.)
Im sorry but as far as Im concerned there is no street car that can come close to the evo on the track with as minimal modification as my evo for under 100K except for a ZO6 or a DotR S2000 and great driving. But all drivers being equal I think the Evo will provide the best all around chassis.

Thinking back to my DC2, a good suspension setup along with 200whp and a diet would be pretty formidable.
I could only imagine a CRX with the same prescription.
The reason I got an Evo is because I could not think of anything that would be easier to make faster for close to the same amount of money.
Add to that the fact that it's easy to drive and able to work well on most tracks in more conditions that most any other car and it became an easy choice for me.
