With practice and an unlimited cash roll anyone can. For goodness sake look at Ken Block.

 

Other then the RHD, looks like your average NTEC meet.

 

Probably a "slick track" that is.. smooth polished asphalt. They have a "slick track" at Speed Zone and it's pretty easy to get even an underpowered go cart to step out sideways. From there it's just a matter of careful throttle modulation to make sure you don't over do it and go all the way around.
