Info from NASA-NE website:
HPDE is an “open track” event allowing students to drive their own cars on some of the finest racetracks in the East. Entrants are divided into four levels based on skill and experience. In HPDE-1 an instructor is always in your car to make the event as safe and educational as possible. Passing in HPDE-1 is extremely limited. HPDE-2 is the next step. Students may be signed off to solo and passing rules are sometimes more open. HPDE-3 is a big step. Drivers must be able to safely share the track at high speeds and with more relaxed passing rules.

you will see some car actually run with no cat on track , the only thing have to keep in mind is LRP does have a noise limit.....which is 89db on all car.

for Hpde1 student, your Int will be in your car all time except he/she sign you off for the day but it doesn't happen that often. They also have Int for hpde 2 student as well.
as for the second question, you need to contact NASA directly.
i want to sign up but im not sure how. Im at https://www.nasaproracing.com/nasa_e.../?event_id=123 and im assuming that i should select the group HPDE thats 200$ but it tells me to select a class from the drop down menu but their aren't any!
HPDE 1 and 2 are full, but we can get on "standby"? I guess if they get more instructors, they may add more spots?
BTW...I know where Tranquility, NJ is, almost bought house next door to it!

I think both Hpde 1 & 2 is full, you can email NASA-NE to get on the waiting list.
