Hookah bars are pretty tight.... I went to one in downtown Philly and they let in under-21 people, but they won't let you order drinks (obviously). I'm not sure about under-17 players if its late at night. Anyway, I don't have an Evo but I'm lookin to check some out and meet up with some guys in the area. I'm kinda new here.
