Citations in PA ???

Just curious if anyone knows, if you get a citation in PA, and the issuing officer says, "No points", does that mean no points? Or who actually decides if you get points or not? Does anyone know a number I can call? I got 2 speeding tickets in a span of 4 days, damn philly suburbs -.-

if the cops says no points, no points... I ran on a red light a couple months back and the officer told me that he's not gonna give me points. you can call dmv and they'll tell you if you have any. I just remember that I have to give them a call to make sure the cop really didn't give me points.

5-10mph over
instead of 10+mph and over which is points and big $$$
sometimes prosecutors will reduce the speeding violation to unsafe driving.
