where do I find a local DYNO in NY

I'm in brooklyn, NY, where is the closest Dyno??

also, I have a Performance meter, one of those plugs-ins, that measure 1/4 mile, Hp, Etc... I tested it on several automatic cars, and it was pretty accurate. Would I use the same on the Evo? whats the typical % power loss in a manual car ?

I just spoke on the phone to you about my EVO. perhaps you can look at these photos, before I come to yoru shop, and tell me what you would do, replace the bov completely, or just make the necessary change so that it releases back into the intake (because right now its a VTA, and it causes bad effects). if i need a new bov, i guess u would have to order the part for me before i come to your shop.

also, do you where the closest Dyno is, i want to see what all these mods are adding to my car?

ok, but then can i keep the pipe where the current bov is welded to??

No, you're going to that capped off. The stock bov sits under the scoop. I'm assuming that you're stalling out or running super rich?
