Question Connecticut & New York Gas

Starting on January 1, 2004, both states have passed a law that will not allow the sale of gas with the additive MTBE. They will be selling gas with ethanol instead. Having read news articles about this, predictions are that the price of gas will shoot up temporarily by 40 – 90 cents per gallon. My question is will they still be able to manufacture gas at 93 octane or will New York and Connecticut now become like California and only have 91 octane as the highest available?
