I could even trade ecus for one minute to see if that solves my weird cel never working issue... Or even better have someone reflash stock evo 9 Rom back onto my ecu... Please help

Your bulb is probably missing

 

I bought a brand new bulb and replaced it... And still have yet to see it ever light up

 

Why should your cel be on? It's not supposed to be on.

 

When you turn the key to accessories positions all lights should turn on for a moment. Mine never lights up... And in turn will cause you to fail Connecticut emission which means I cannot renew my registration
