Acctually it was the US.Government in like 1970 something i think.

There was some kind of supreme court ruling back then that i believe said that all public areas, IE: Movies, Malls, And restaurants; YES, Even McY D's must have facilities for disabled ppl.
This was to include Wheel chair ramps, Large wheel chair accessible Restrooms and Menus in BRail. Every Restaurant has them. They just aren't on all the tables
As for the drive through window..........i would have to assume that they were trying to avoid a lawsuit. You know that in this day and age that if they hadn't and a blind person sitting in the passenger seat of a right hand drive car had pulled up and felt the menu......and GOD FORBID there was no brail!!!!!!

McDonalds would be in the biggest lawsuit since the BEEF industry Vs. OPRAH

But that is just my answer there may be another one out there. HeHe
