I am from Illinois and when there is even a small chance of snow the city puts down a ridiculous amount of salt on the roads.The Northwest is alot more forgiving on vechiles than the Midwest is.The only downside to this is when it snows hard don`t expect to see a snow plow or anyone that knows how to drive in the the snow.As far as your $1500 rent budget goes you can find a 2 BD apartment for $600 or a house for $1500.It all depends on how far you are willing to drive and how cheap you are.

This morning traffic to work = suckage

If I could convince everybody that likes to go 5 under, or pace the slowest car on the road to occupy the left lane (you know, to pass) then it would leave the slow lane open for me!!!!

And some info on passing on the right for you folks to keep handy!

Pass on the left. Pass other vehicles on the left and only when there is time and space to safely conduct the maneuver. On multi-lane or one-way streets, passing or overtaking on the right is permitted. This can be dangerous because it is more difficult for the driver being passed to see you.

Except when passing on the right is legally permitted, overtaken traffic must give way to the right in favor of any vehicle passing them and must not increase their speed until the other vehicle has finished passing them (RCW 46.61.110).

It is illegal to drive on the left side of the road for passing purposes in the following situations:
-When approaching a crest of a hill or a curve in the highway where your view is obstructed so that you might not see approaching traffic from the opposite direction
-When approaching within 100 feet of an intersection or railroad crossing
-When your view is obstructed within 100 feet of any bridge, viaduct or tunnel
-When a bicycle or pedestrian is within view and is approaching from the opposite direction, or is in the roadway, shoulder, or bicycle lane within a distance to your vehicle that makes it unsafe for them to travel the roadway
(RCW 46.61.125)

Forgot to tell him that Seattle has the highest suicide rate in the country Anyways a lot of places south of Seattle are ghetto but there are some nice areas. I've had no problems with it.
