Yeah back when I had my SE I was using it as a daily driver so I kept it stock...I knew some thing sounded fishy about him and his "TUNES" haha.........does anybody know If a test pipe will affect passing emission testing?

No that is not Justins old car....I own Justin's old car that had a shi**y *** tune on it when i bought it....Thank god for English Racing!! i had it retuned last summer at the north end drift office dyno day. A quote from AAron "I'm suprised your pistons havent melted yet,and your engine hasn't blown up" couldnt even do a base pull it was knocking so bad...

Thats right, I have your old map on my laptop still. I remember now. There was a IX that was that way too as I recall. I would venture this is one that he messed with. Doesnt matter now either way though, its getting some updates so it will be all fresh. Whoever had it though abused it to the extreme.
