I think he was looking for nuggets of wisdom like:
"pmi truckbodies in tacoma; rhett hadman # 253 539 3339; did a set of 4 19x8.5 for 120 cash. no prep really, wheels were brand new, so u might be a little more. tell him ur referred by rob with the rays 19s., he might remember it about 10 months ago"
Glad I could help more than just saying check google.

Some other points to consider:
-Powder coating your stock wheels might actually lower their if you ever decide to sell them (since finding a buyer could be tricky).
-If you ever have to replace a wheel, you will have to get the new one powder coated as well. Color matching may be an issue.
I would suggest trying to find a buyer for your stock wheels. Presumably they are new and have no scrapes/rash so now is the time to sell them if you ever want to. Then buy the wheels you really want/can afford. Despite all the Rota haters (mostly resulting from their staight up copying other manufacturers designs), if your on a budget, Rota likely has the wheel style you are looking for at a very reasonable price.
That said if you love the look of your wheels and just want to change the color, then by all means go for it. Its your green to spend.

Of if your a baller on a budget, use the Duplicolor wheel paint. If you curb one, 5 minutes with a rattlecan and your back in business!
And yes, always nice to the ladies... Even the ones that cost $120 for the set.

You Sir miss the point of these boards entirely. Pointing someone to google over getting trusted advice from members on these boards with experience relating to his question is weaksause.
