how does one become non-promotable? Is it the role you're in? Can you change that?

 

when you're promoted from e-3 to e-4 you are considered "non promotable" until you go to whats called "the board" and answer a bunch of questions about the army. You answer to a bunch of 1st sergeants and sergeant majors. After you pass that, you are considered promotable. Which means you are eligible to be promoted to sergeant (e-5)

E1 through E4 are guaranteed promotions...Everything after that you have to earn
