To the OP, a "Rebuilt" title will only be able to be registered without going through a Salvage exam in the state of PA. Any other state that has a strict Salvage program (NY/NJ/CT) you will need to go through that states Salvage examination. I know for a fact NY will not allow you to register any car with an Out of State "Rebuilt" Title unless it goes through a NY Salvage exam 1st. That alone costs $150-205 just for the application, not to mention the waiting list for the actual exam date.
Just letting anyone from NY who might consider buying this to factor that fact into the price.
