I bought an entire new canister from a member here when I only needed this single part that connects two hoses together. Stupid me for not looking carefully.

It is labeled as #15 - "Vent Pipe Assembly" on the diagram below. It's just a plastic vent thing that connects both hoses into one. Also included is a picture for reference.

I really really need this to pass smog in a couple weeks!
