Can be used on any Evo or any car (if you get another harness).

Yes. if you want the basic Turbo timer functions it is plug and play. It will do all the turbo timer countdown and everything.
If you want it to monitor RPM you will need to tap the RPM wire to have this ADDITIONAL function. I just used the basic plug and play function for the turbo time. That was all I needed.
