No, the stock Evo MAF is a Karman Vortex meant only to meter air before the turbo.
The GM hotwire MAF is a blow-through style that is meant to be installed in the upper IC pipe, after the turbo and before the throttle body. Relocating the MAF here allows you to install a VTA BOV without worrying about venting metered air.
It also allows you to make use of a MAF Translator (MAFT), which is a tuning device that lets you adjust the air/fuel mix by adjusting the MAF Hz values sent to the ECU. The MAFT Gen2 and MAFT Pro have the ability to connect a wideband and auto-adjust the MAF signal based on your actual AFR, in effect, allowing the car to "tune" itself, at least in terms of air/fuel mix.
