Have the ball bearings been takin out and replaced with allen plugs? Kinda what it looks like in the picture

whats the weight on it? what kind of power and rpm is it capable of?

 

the machine shop put those in when they polished it

 

old thread, but is this still for sale? has it been balanced and that's the reason for the set screws? is there any reason i see some cranks at $100 and this one at $300? i have no clue what these sell for, just asking.
