Oxygenated Gas in Austin for Winter?

I'm sure this prob isn't something seen in our state, but I wanted to ask anyways. Is it possible that Austin sees more oxygenated fuel during winter, thus adding to the likelihood a car would knock more because of the lower quality fuel? Or is this something only practiced by states seeing harsher winters then we do?

Thanks
