You guys know of a local shop that would drill/tap/weld a bung for me in a test pipe?

 

For that, any muffler shop. As long as you bring the test pipe off the car, they may say something about not running the cat.

Or just find someone with a welder that will do it for you, its not really hard. Drill a hole, weld a bung in, done.

 

yeah, any shop like that, if it's stainless, make sure you're setup for stainless.
