Technically I think the law only says the plate has to be mounted on a forward facing direction on the car. So the front window is technically legal... but cops will harass you if it's not on your bumper.

You just answered your own question.
"shall not be obscured or obstructed by spare tires, bumper bars, any part of the vehicle"
Any part of the vehicle includes the windshield, wipers, cowl, etc. But hey do what you like, if you feel like wasting your time in court its your own choice.
