Does that fuel cell sit low or is it just the picture that makes it look like that?

It actually sits right where the stock tank bolt on is a perfect fit ,not low at all, is actually 1 inch higher from the ground than that stock tank

Sweet, just looks awfully low/dangerous from the picture haha.
