The 'fluttering' or 'pulsing' is normal function of the SMC controller output to the pump.
80-90psi is a little low, should be 100psi. Try flipping the dip switch on the side of the V2 controller box (down/up) to raise the pressure.

mine is right around that too. and I just had it serviced by SMC, so I would think that is normal. Mine does the same thing......80-90 flutter.
The pump seems to be working fine and the car runs fine as well.
