I need help understanding how to use this setup.

Here are 3 images of the alkycontrol that came in this car when I bought it.

I forgot to take a picture of it but there is also a switch by the shifter
that says auto and manual and when I put on "auto" a little dash light comes on that looks like the image on my windshield fluid bottle.

I stuck a plastic rod down the bottle since there is very little fluid in there and smelt it and it didn't smell like anything so I'm assuming the previous owner was just using water?

So anyone who can help me understand how to work this thing I'd appreciate it.
