Cali and Arizona evo owner questions

Hey im currently stationed in hawaii and out here we dont have any emissions so you pretty much have free reign to mods on your car. Im coming up on my reenlistment and i looking to go either California or Arizona. If any can shed some light on which would be easier, and more laxed on our cars? Smog im not too worried about cause i hear with e85 its fairly easy to pass or you could adjust your tune for passing. But what is the main thing that attracts cops out in these states? I was thinking ridiculous exhaust, tint, lowered to low to name a few, sound about right? I also hear that if in the military you can keep your car registered out of state but would have to see if thats true. If anyond can shed some light on this let me know.

I haven't had any problems with loud exhaust or any other mods on my Evo in the 4 years I've owned it. I got a ticket for tint once but had it written off by a cop who thought those sort of tickets were BS. This is just in my experience but just don't drive like a moron and the cops won't bother you. Cops have trailed me for miles and wallowed in my catless exhaust stink and didn't bother me. There's a DUI checkpoint near my house and the cops usually tell me my car is too loud but otherwise don't give a crap. The only times I have been pulled over in this car are for speeding or other times for being a minority with a nice car in a nice neighborhood.

youll be fine nothing really ever happends.. MAYBE youll get pulled over for a straight pipe exhaust but i havent got pulled over in 2 years

I live in southern Arizona (south of Tucson) and there are no emissions tests for us. I love it...!
