It just means they don't need a sound meter in the field to issue a cite...

If you are in compliance (under 95db) at a testing station the citation will be dismissed...

I must admit it makes sense though, not to have to issue every cop a sound meter...I think all of us car enthuiasts, and I'm sure the cops, too, know what 95db+ sounds like...
