Recommeded offset and tire size for 18x9.5 rims

I'm interested in getting the Work wheels D9R in 18x9.5 +23. Will that clear fenders without any fender roll? I'll get 265/35 tires to go with it. I've read that +20 and +22 offset clears, so I'm assuming +23 should be ok too.

Im running the WORK Emotion CR Ultimate ("Kiwami") 18x9.5 +20 just fine, 23's should stick out some but not alot

I wouldn't recommend Forgestars. First off, they are not forged, as the name might lead you to believe. F14 are heavy and I managed to bend one just by running over a medium size pothole. Customer service is good though, ill give them that. They took care of me well when I had to get a replacement.

If this is a street car, unlike what some folks here said about picking a tire first... I would first select the wheel you like FIRST... yes research the tire that will fit your needs and size really comes down to a couple of things... see below.
People are throwing offsets like they are the same for all manufacturer of wheels. Caliper clearance is another issue and is usually specific to each wheel manufacturer. I do not know what your budget is but my suggestion is to stay away from rep wheels because you are buying heavy wheels for looks... which is fine but you are adding alot of extra rotational weight by doing that. Enkeis are great bang for the buck, Gramlights are also good but a bit more expensive. I rather run Enkeis than put anything like Varntoern, Rota for obvious reasons I mentioned but it is your coin and choice. Rotas are a bit better quality but still heavy compared to JDM wheels.
For the lightest and forged, I would say Wedsports and probably the cheapest forged wheels out there.
Volks we all love but they are expensive.. buying these used is the best option to save some coin.
As for tire, like most people have already pointed out, a 265 is preferred by folks that value function over form on a 9.5. A 255 is also fine, but most people run it if the car is dumped and want a bit more clearance and less chance of rubbing. Many things come into play for rubbing... tire size, height of suspension, camber, and offset. Also the wider the tire, the heavier they will be and will also cost more. I will never understand why folks run a 285 on a 9.5 inch rim on a street car. Waste of money, heavier tires, more fender work required... for purposes of bragging about it
Also, I would not run a tire with anything lower than a 300 treadwear... you will burn through them fast if this is your DD... Michelin Pilot SS or Conti DWs are good option but will cost more money.
For the X, the Enkei RPF 18x9.5 +15 will clear the calipers.
Wheels are a very personal thing to every person. But ignoring quality for sake of looks is often a mistake. It has been done here over and over again.

I'm trying to stay away from either. I'm looking at the enkei ty-5 18x9.5 +15 with a 255 tire
