I would be ready to roll them (especially the rears), but it shouldn't be major work. I've used 18x9.5 +20 (rota grids) with 265/35 RS2s with no issues at stock height and I don't remember them being especially close to the fenders (but it's harder to judge at stock height IMHO). I'd lean towards yes (to the roll) with a +15 especially if you are running a tire that runs wide and/or has a nice square shoulder area.

I know 265's are the norm on 18x9.5 + whatever offset, but what about 255 40 and is there a
big visual difference between the 265 35 and 255 40 on a 18x9.5 wheel?

I have the same 18X9.5 +15 and 265/35/18 setup with Michelin PSS tires. I just needed a mild roll. So far, no rubbing. I think you need to roll the rears with a 15 offset and any 265 size tire.

I'm dumb as a rock. Why would a lower offset require more fender modifications versus a hire offset?

A numerically lower offset pushes the wheel out (towards the fender). Obviously the closer you get to the fender the more risk you have of hitting it with with the tire during suspension travel.

Offset is basically the distance between the hub mounting part of the wheel and the center of the wheel. As you lower the offset, the distance between the two decreases pushing the wheel out closer towards the fender.

I am running 9.5 +12 lowered on coils and I had to roll the rears, didn't touch the front though.
