It has a lot to do with the catalytic converter, because the kit from RRM requires a new downpipe and the new downpipe does not have a catalytic converter.

No cat = LOUD. And you won't pass any possible emissions checks. It's only a non-issue if he has a cat installed after installing the turbo or doesn't use a pre-made kit.

WTF?? Noise has nothing to do with passing emissions, the only thing that might pervent you from passing and e-test is that you have no cat for sure, and the fact that your engine may be running crappy, but noise has absoutly nothing to do with it.

I should've clarified and not posted while so tired. Yes, noise has nothing to do with emissions, but has everything to do with noise/DB laws.

no, a catalyst is not a muffler and has no muffler charateristics,so by removing it all your doing is loosing your chance to pass emissions,that's where it ends

ModernRacer is absolutely right, catalytic converter do nothing in regard to sound, it just give you less gas preassure due to it filtering the gas output, therefore catalytic converter is environmental friendly but power sucker.

Otter, downpipe located behind the catalytic converter. There is four type of exhaust piping:
1. Header
2. Downpipe
3. Catalytic Converter and Resinator Piping
4. Axle back and Muffler

Downpipe located between the header and the catalytic converter. I am driving my turbo ralliart for almost three months before without removing my factory installed cat back exhaust, the only thing changed was the 3" downpiping and turbo manifold. It runs perfect even though sometimes it back fire more than I excepted.

it may be slightly louder, but no noticably. the tone may change a bit, too; again, not very noticably.
the performace you would gain would also be pretty insignificant. if you JUST wana hack out the cat, dont do it.

I'm fully aware of that. If you take a peek under a stock Ralliart, you'll notice that the downpipe and cat are welded together as one piece. So, unless you cut and then reweld your cat into a new downpipe, you're going to be running catless.

Otter, downpipe on the ralliart merely a 2" pipe connecting the header to the cat-back exhaust. And no, the downpipe and the cat on the ralliart are NOT welded together as one piece (remember I also owned a ralliart and work at Mitsubishi Dealership here in Brampton)
In couple of days, I will post my old picture of my turbo downpipe connected to the factory cat-back exhaust system (there is no chop and/or cut on the factory cat-back piping whatsoever to connect to my 3" downpipe). With the turbo kit and 3" upgraded downpipe, running factory catalytic converter, resinator, and factory back piping, I passed the Ontario emission by 13 points running @ 12 Psi of boost.

yup i believe it is a once piece also...is it possible that they would be different for canada and the us?
