Im thinking about replacing my engine with an evo engine. But I was wondering would an engine from an evo 4 work with an 04 ralliart?

Any from the Evo 4 and onward would work. The block has the same mount points, the 2 main challenges are your local emission regulations if any, and extending and integrating the wiring harness.

@ Cranswick, from the 4 is when the engine was rotated 180 degrees.

my bad, I thought it switched later, cause the eclipse GSX used the reverse configuration right up until 1999.
