It's an electric fan and it's controlled electronically and turned on when the engine is not cooled properly. It will never run when driving on the highway, but will often run when you're waiting at the light. The fact that the engine is running or not has the reverse effect from what you'd expect: when you shut the engine off, the coolant stops flowing and the temp sensor immediately registers higher than optimal temps. The system will then activate the fan to cool the engine down to safe temperatures.

Don't worry, it's not gonna run the battery down or anything... but yeah, never put your hands near the fan when you just shut down the engine.
