So i'm still not convinced that "all" the evo's are not allowed in canada so this is what i came up with:
My Letter to the RIV of Canada:

I have a question concerning the Mitsubishi Evolution, i see on your list that the Evolution models 2003 to 2006 are NOT permitted in Canada, does this mean that 2002 and older would be permitted in Canada?? beacause i am thinking of purchasing one of these vehicles but before i do i need a confermation from the RIV Canada service. Thank you for your recent inquiry about importing a 2002 Mitsubishi Lancer Evolution from United States into Canada.
This passenger car appears to be admissible as cited on Transport Canada's List of Vehicles Admissible from the United States, revised February 2006. These vehicles must bear a Statement of Compliance label affixed by the Original Equipment Manufacturer stating that "the vehicle as manufactured to comply with all US federal emission, bumper and safety standards on the date of manufacture". This label is located on the pillar of the driver door side. Failing that, we will accept a letter from the manufacturer stating the same. Please refer to this list at http://www.riv.ca/english/US_vehicle_admissibility.pdf
Complete a Vehicle Import Form – Form 1 and register with CBSA. This form must be kept in the vehicle until it is licensed. Canada Customs will facilitate the payment of your nonrefundable RIV fee of $209.00 in all provinces except Quebec where it is $224.00.
Within 10 days, you will receive a letter from RIV with your inspection document (Form 2) which details what must be done to bring your vehicle into compliance. It is your responsibility to complete the necessary modifications within 45 days. These modifications include:
(a) U.S. statement of compliance label (SOC);
(b) valid alpha-numeric 17-digit VIN;
(c) Metric speedometer and Odometer labels. (The inspection center will place labels if required)
(d) recall documentation (we require a letter from the Original Equipment Manufacturer stating there are no outstanding recalls on your vehicle. VIN must be included);
(e) Daytime Running Lights;
(f) Functioning airbags (if, originally equipped with airbags); and
(g) French Supplementary Restraint system label for airbags that require periodic maintenance.
Please contact Canada Border Service Agency to determine if there are any duties and/or taxes applicable at 1-800-461-9999 (within Canada) or 204-983-3500 (outside Canada). Please contact U.S. Customs regarding the exportation of this US vehicle.

So this might help clear some things up.
so does that make it legal? or does have to be legal in the states first then canada checks it out and then your good to go? if yes then i think u just opened up many doors for canada or a loop hole until they figure it out...lol
this may seem erroneous, but are there any us evos from 2002, it seems to me that they were intoduced in 2003, but hey correct me if im wrong, wouldnt we be looking at importing the evo VII from, japan or england? And what are the steps to aquiring a U.S. SOC??

i have seen some that were brought over from Japan so yes they are right hand drive, they fact is they are still considerd 2002 models and can be brought over to Canada. the prices range from 9,000 to 18,000 all depending on KM's, and what the previous owner has done to it.

Okay I know I'm not Canadian but... It's difficult to grey market a car or bike. If you seriously want to import an Evolution, I would recommend dealing with an exotic car dealer from the start. If you buy one from the USA it may or may NOT comply in Canada so buyer beware. I'm pretty sure you would have to modify the front and rear bumper supports (at least) to comply w/ US standards along with emmisions equipment (evidently mitsu cant fit cats and AYC in the same car...). I beleive this is the reason for the letter you received, they know you can't get a letter and if you do... Christina Lima will mysteriously be unavailable to verify that letter. So if you DO want an EVO, seek out an importer with a good track record, they will have allready greased the official palms required to get your car imported. Good luck guys, I hope this didn't poo-poo any hopes, I just wanted you to know that there weren't THAT many Evo VII's stateside for the same reasons.
so, were talking the Evo 7 here right? I think we have to wait 15 years before it can be imported. The Evo 1 in coming soon since its not inadmissible so in 15 years the evo 1 can be imported which is around 2007. Then in 2016 we can imported the Evo VII; my favourite!
hmm notice how the skylines are also not listed as inadmissible. so they skylines can be imported, it just takes 15 years therefore the r32 is now in canada.

you have to wait 15 years to consider it a salvage, and then it can be imported. But that's not what the topic of that email was, its asking if an Evo of earlier than 2002 can be imported due to the fact that Canada banned the Evo after 2002.

I see, than the answer is probably yes, you can import.
