Fan Running LOUD

So i have started noticing lately that my fan is running loud almost like it in on Full blast. It also runs after i turn off the car for like 30 seconds. Is this normal? I have an 04 RA, i swear it was quite when i first nought her. IDK, any suggestions? am i just worrying about nothing?

It shouldn't even have power after you turn the car off.

yes it can, the fan can spin for like 45 seconds if your car is really hot. i've seen my fan do that on 90+ degree days. It is loud like a high RPM sound if it idles for a while.
