p&p manifold or tuning?

p&p manifold or tuning?
i was just wondering what would be better getting the p&p intake manifold or turning the psi of RRM's turbo to about 8 or 9 and tuning it.. cause tuning looks expensive.. and the p&p installed i think is around $500..
