Yes of course you can change it, not sure about the legalities but if your clusters gone its gone right?

If you need it changed then change it

do it and don't worry about it until you plan to sell the car, sell it to someone who won't care or won't notice.
Seriously, I would think your state's DOT website might have the answer.

Dealerships can change the reading, you have to take it to them and see whether they'll charge you an arm, a leg or both to do it. Perhaps you have a legit dealership that will do it for a reasonible price. I hear those exist in some places

Is that possible with just a swap?

I hope so. someone mentioned just using a drill and it'll count forward? I'm thinking a shop here in town might be able to help me out.

yeah... use a drill and let it count foward..... any idea where you would place this said drill since most of the clusters today are all electronic?

there are actually a lot of places that will do it for less then $150. My dealer quoted me FREE as long as I gave up my original cluster.

good call bro. there has to be a place to program it to put it ahead. when people smash up the front end of their car, they get a new cluster and it states the same km / miles !
gotta be a way!

I'm confused. I've been around auto body repair for years now and this is something I've never heard of, unless the cluster itself was damaged. Is this a law for Canada?

I figured out how to reprogram the clusters... the EPROM that store the mileage information (and basic functions for the entire cluster) has to be hooked up to a EPROM programmer and either stepped up how ever many miles, or reset and then stepped up.

They can do it
Convert miles -> KM, KM -> Miles, and add milage.
