i thought all u had to do was write down what miles/km u swapped then over on both,
ie. swap 27xxx for 11xxx, so when i see the car, just tell the person to add 16xxx to the reading ...

Swapping the cluster without correcting the mileage is illegal if you don't disclose it when you sell the car. If you did that, when you sold the car, you'd have to list mileage as "unknown" which takes away from the value.

Otter, have you done this before?
what I am doing is correct right? having it shipped to michigan, having them correct the NEW cluster and send it back. in the meantime, have my car layed up as to not add milage to the car.

The owner, when they discover EvoM, find what you did, and sue you?

Changing the displayed mileage is NOT ILLEGAL unless you try to sell the car as having however many miles are displayed on the odometer. If the reading is not accurate, there is a box to check on the title when you sell the car that says the odometer reading does not accurately reflect the true mileage of the vehicle. My truck's odometer, for example, doesn't read the true mileage. It reads 284,000 when it's probably well over 300,000. The odometer doesn't work most of the time.

If you plan on keeping the car it's whole life, I see nothing wrong with resetting the odometer when dropping in a new engine, for example. There's no law prohibiting you from doing so, either. You just can't drop in a new engine and try to sell a chassis with 120,000 miles on it with a new motor and say the car only has 1500 miles on it. THAT is illegal.

Fair enough. I can't see it being illegal, I'm trying to make it AS legal as possible. telling the customer it's out by 1Mile, give or take, there shouldnt be an issue. chances are i'd sell it privately anyhow

No, but I've been forced to sell a car as mileage unknown.

A mile give or take, or even a few hundred miles over the course of 100,000 miles is no big deal. You can get more odometer deviation by putting on different sized tires. Nobody would worry about that, unless it was the first few hundred miles.
