Update:

Silly me forgot to reconnect the MAF sensor. So rev fluttering around has gone away.

Still doesn't produce power at all.

Definitely something blocked up. Whistle sound still noticable and I can only pin point that to the intake as something is definitely blocking it. All the air is probably being pushed through twice as hard and something is in it, hence whistle sound.

I'm having this exact same problem, but i JUST installed my RRM intake tonight. I can't get beyond 4500 rpm, it idles hard and flutters at idle, my accelerator will pick up decent speed at about 35% or so depression, and literally cut out throttling with the pedal beyond 50% depressed. I notice the whistle sound too, and it's not the sound a CAI makes, it's almost like a vacuum sound, which has led me to believe there's some sort of back pressure beyond the throttle body, but I'm no expert on the subject, so I defer to Otter, because I've been reading your posts for almost a year, and you know your ****, would also love to hear dan chime in if he's seen this before. *going to read original otter post*

i had this problem with the RRM piggy. junker thing **** the bed and took the car with it. try removing your piggy and see if the problem just goes away.

I'm actually starting to feel reasonably sure that I managed to get some gunk or oil or something on my MAF sensor while it was sitting in my bay waiting for the CAI to be installed. I don't have any CRC on hand though, so I'm going to have to wait until I get out of work tonight to go pick some up and test my theory. So Otter, how sure are you that this is an ecu safe mode issue? I know you can't trust a lack of a CEL, but I'm just trying to make sure that the number of miles I have to put on it while I get it fixed aren't going to harm the engine at all, I'm being baby soft with it, and of course, it's not able to rev very high to begin with, but....

Checklist:
1. checked pins on maf sensor connection(one was bent a little, straightened it)
2. checked air filter clamp(air filter was sitting about an inch futher on pipe than it should be, reset it at about 2 inches down pipe, and centered clamp and tightened moderately)
3. checked clamp at intake manifold, recentered and tightened moderately
4. pulled out maf sensor, checked pipe where it rests, no debris, cleaned sensor with alcohol, replaced, checked and rechecked seal(wet seal a little with spit)
5. started car, drove car, problem GONE!!!

So anyway, thought I'd put my steps in for everything I did, could have been any one of them, but I have to get ready for work soon, so I didn't want to test each step individually. MIT, since we were having EXACTLY the same symptoms, I would try everything I just tried, not sure where you live, but moisture could have generally seaped into your air filter and collected on your maf sensor when you started and ran it. If you're going to go replacing anything, I'd start with your filter, but first I'd take it inside, let it get 150% dry, and replace it, doing the same with your sensor. Hope any/all of this helps.

now i dont know if you bought an RRM CAI,
but i had a very similar issue happen to me.

check the filter of the CAI,
what happened to me, I would get the same whistle sound and it would be at the 35 rpms mark too.

What happened to me was the bell (metal ball whatever you wanna call it)
was sucked clear off the end of the filter, and is just the right size to block the pipe without going up it.

If this is your problem, get yourself some rubber to metal epoxy and glue it accordingly.

check the hose on the PCV valve mine butested and it did the samething
